The MSMGF is committed to a critical dialogue about the human rights and HIV needs of MSM around the globe. To encourage more robust discourse, we produce a variety of print, online and cross-media publications.
Our publications are multilingual and seek to balance the rigorous with the accessible. Publications are created by the MSMGF Secretariat in consultation with our Steering Committee, global thought leaders and activists, guest editors, community members and contributors such as yourself.
- Compendium of Technical Bulletins on HIV Prevention and Treatment for MSM
Available in Chinese, English, French, Spanish, and Russian, this compendium includes 12 technical bulletins that provide in-depth explanations of the latest intervention strategies in the field of HIV prevention and treatment for MSM, as well as detailed information about diagnostic technology and HIV co-infection with tuberculosis and viral hepatitis.
- Community Update for MSM Advocates: PEPFAR Blueprint: Creating an AIDS-Free Generation: What does it mean for MSM?
In addition to conducting direct high level advocacy within the U.S. government and other relevant bilateral and multilateral bodies to address the needs of MSM, the Global Forum on MSM & HIV (MSMGF) also works to ensure MSM advocates, service providers, and community members around the world are informed of developments concerning these bodies to support effective homegrown advocacy initiatives. This community update highlights aspects of the new PEPFAR Blueprint relevant to HIV advocates dedicated to advancing the health and human rights of MSM.
- Access to HIV Prevention and Treatment for Men Who Have Sex with Men: Findings from the 2012 Global Men’s Health and Rights Study (GMHR)
In early 2012, the Global Forum on MSM & HIV (MSMGF) conducted the second biennial Global Men’s Health and Rights study (GMHR). Including both a global online survey component and focus group discussion component, the 2012 GMHR aimed to A) identify barriers and facilitators that affect access to HIV services for men who have sex with men (MSM), and B) place access to HIV services in the broader context of sexual health and lived experiences of MSM globally.
- Community Update for MSM Advocates: Changes at the Global Fund to Fight AIDS, Tuberculosis and Malaria
The MSMGF has been tracking the major changes taking place at the Global Fund to Fight AIDS, Tuberculosis and Malaria. These changes stem from the implementation of the new Strategy for 2012-2016, approved by the Global Fund Board in November 2011. This update highlights the major developments relevant to HIV advocates dedicated to advancing the health and human rights of MSM.
- MSM & HIV Policy Dashboard
The MSMGF conducted desk research and generated a Policy Dashboard that reviewed several major policy domains. The Policy Dashboard serves as a quick reference guide for: HIV prevalence among MSM; MSM-relevant UNGASS indicators reported in 2008 and 2010; criminalization and legal environment; MSM and HIV investments; major policy documents, including National AIDS Plans; and regional and sub-regional networks serving the 10 LGBT focus countries under the Bridging the Gaps grant (Kyrgyzstan, Tajikistan, Ukraine, Brazil, Costa Rica, Ecuador, Botswana, Kenya, South Africa and Zimbabwe).
- The Robert Carr Doctrine
The product of a collaboration between global networks of gay men, people who use drugs, sex workers, transgender people and people living with HIV, the Carr Doctrine calls on all stakeholders to re-think the global response to AIDS, urging actors to recognize that HIV is not just a public health issue, but rather a symptom of underlying societal inequities and injustices. The Doctrine calls for a coordinated strategy at behavioral, social, structural, and legal levels.
- Missing Voices from the Field: A Selection of MSM & Transgender Abstracts Rejected from the 2012 International AIDS Conference
"Missing Voices" features over 100 abstracts on gay men, other men who have sex with men (MSM), and transgender people that were rejected from inclusion in the 2012 International AIDS Conference, highlighting important new findings on major resource gaps in the MSM response, the place of MSM in National AIDS Plans, and as-yet-unseen epidemiological data from around the world.
- Top 10 in 2011: Key Global Policy Developments Concerning MSM & HIV
The MSMGF's report highlighting the top ten policy developments of 2011. Entitled, “Top 10 in 2011: Key Global Policy Developments Concerning MSM & HIV,” the document details the successes and failures of the past year in an effort to help chart a course forward.
- HIV Prevention Report Cards for Men Who Have Sex with Men
An ongoing series of Report Cards produced by the International Planned Parenthood Foundation (IPPF) with the support of the MSMGF and the United Nations Population Fund (UNFPA). Each Report Card summarizes the current situation of HIV prevention strategies and services for MSM and transgender people, aiming to support efforts to increase and improve the programmatic, policy and funding actions taken on HIV prevention.
- Drug Chart for HIV Treatment
The MSMGF believes that the ability to access treatment information tailored to the needs of MSM is key to reversing the tide of the HIV pandemic. To address the dearth of this kind of information available in different languages, we have developed a drug chart that includes all approved and generic drugs for the treatment of HIV with dosing and side effects information.

- An analysis of major HIV donor investments targeting men who have sex with men and transgender people in low- and middle-income countries
The MSMGF was commissioned by the Global Fund on AIDS, Tuberculosis and Malaria to conduct an analysis of global investments in HIV programming for MSM and transgender people. The report indicates that most major bilateral, multilateral, private philanthropic and national government funders do not consistently track their investments targeting MSM and transgender people.
- Access to HIV Prevention Services and Attitudes about Emerging Strategies: A Global Survey of Men Who Have Sex with Men (MSM) and their Health Care Providers
This report presents the results of the MSMGF's global survey of more than 5,000 MSM worldwide, focused on indicators including prevention access, homophobia and knowledge of emerging technologies like PrEP. The survey is the first of its kind to examine these indicators among MSM across all major world regions.

- Engaging with Men Who Have Sex with Men in the Clinical Setting: A Primer for Physicians, Nurses and Other Health Care Providers
This primer aims to improve the standard of clinical care for MSM by providing basic knowledge about homosexuality and MSM health needs, as well as offering a set of principles for effective engagement of MSM in a healthcare setting.
- Coverage of Four Key Populations at the 2010 International AIDS Conference
Following the conclusion of the 2010 International AIDS Conference, the MSMGF conducted an audit of all program content featured at the event to determine the percentage of conference sessions devoted to MSM, transgender people, sex workers and people who use drugs. The analysis reveals that the percentage of all sessions at the conference exclusively focused on these groups was limited to 2.6% for MSM, 1.1% for transgender people, 3% for sex workers and 4.5% for people who use drugs.
- SENSE
Sense is the MSMGF’s new multilingual online publication for men who have sex with men (MSM) living with HIV. With contributions from gay men and other MSM around the world, Sense features personal stories about living with HIV in four different languages: English, Spanish, French and Portuguese. The publication is designed as a bridge that connects MSM from different parts of the world – a vehicle with which MSM can share their experiences of stigma and discrimination, activism and empowerment.
- War Diaries
War Diaries is the fourth publication in APLA’s series for black gay and bisexual men, and the first formal publishing collaboration between APLA and the MSMGF. Featuring poetry, memoir, critical essays and original artwork, War Diaries reflects the MSMGF’s commitment to the MSM communities most impacted by HIV worldwide, whether in communities of color in the Global North, or post-colonial societies in the Global South. Edited by Tisa Bryant and Ernest Hardy.

- Top Ten Key Global Policy Developments in 2010: Reflections from the Global Forum on MSM & HIV (MSMGF)
Focusing on issues concerning MSM, HIV and human rights at the global level, the MSMGF has developed a list of the 10 most significant policy issues and events of the past year. An effort both to learn from past lessons and prepare for what lies ahead, we hope that this policy roundup will trigger critical reflection, informed discourse, and more nuanced strategizing for advancing the health and human rights of MSM worldwide.
- MSMGF Note on the 2011 UN High-Level Meeting on AIDS
To help clarify the process and facilitate civil society participation, the Global Forum on MSM & HIV (MSMGF) has put together a brief on various processes leading up to the 2011 UN High-Level Meeting on AIDS. This note also contains top-line messaging concerning the AIDS epidemic among gay men and other MSM with links to helpful resources and key documents.

- In Our Own Words - Preferences, Values and Perspectives on HIV Prevention and Treatment: A Civil Society Consultation with MSM & Transgender People
In mid-2010, the World Health Organization commissioned the MSMGF to conduct a series of interviews with MSM and transgender people around the world regarding experiences and perspectives on prevention and treatment for HIV and other sexually transmitted infections. The MSMGF conducted 39 open-ended interviews with respondents from 27 different countries throughout Africa, Asia, the Caribbean, Eastern Europe, Central Asia, Latin America, North America and Western Europe. This report is based on findings gathered and reported to the WHO.
- Advancing the Sexual and Reproductive Health and Human Rights of Men Who Have Sex with Men Living with HIV
The MSMGF has collaborated with the Global Network of People Living with HIV (GNP+) to produce a Policy Briefing focused specifically on issues concerning MSM living with HIV. The Policy Briefing begins with a review of important rights-based principles, continues with an examination of issues linked to the sexual and reproductive healthof msm, and concludes with a set of recommendations adapted from the original recommendations proposed in the original GNP+ Guidance Package on advancing the sexual health and human rights of People Living with HIV.

- Lessons from the Front Lines: Effective Community-Led Responses to HIV and AIDS Among MSM and Transgender Populations
Released on July 17, 2010 at the MSMGF pre-conference event in Vienna, this report highlights the importance of grassroots-level organizations in the AIDS response delivering HIV prevention, treatment, care and support services despite significant barriers in low- and middle-income countries. Organizational profiles that were developed on the basis of interviews conducted with key field informants from select community-based organizations are presented along with a discussion of major themes that define their successes and challenges.
- Policy Briefs
The MSMGF routinely generates policy briefs on core human rights and HIV prevention issues relevant to MSM. These briefs are designed especially for advocates, policy makers, activists and thought leaders. Necessarily concise and focused, these briefs can serve as primers on hot topics and contested fields within the AIDS community. We will continue to contribute to cutting-edge discourse through our commitment to future briefs, and encourage you to utilize and disseminate broadly any of our previous efforts:
- Reaching MSM in the Global HIV and AIDS Epidemic
In February, 2010, the MSMGF released a Policy Brief entitled, Reaching Men Who Have Sex with Men in the Global HIV and AIDS Epidemic. The Brief provides an introduction to HIV among gay men and other MSM and identifies key strategic areas that are essential to turning the tide of the epidemic.

- Social Discrimination Against Men Who Have Sex With Men (MSM)
In May, 2010, the MSMGF released a Policy Brief entitled, Social Discrimination Against Men Who Have Sex With Men (MSM). The Brief provides an overview of social discrimination as it relates to MSM and HIV, and includes recommendations for concerted action and policy development guided by a human rights framework.

- HIV Prevention with MSM: Balancing Evidence with Rights-based Principles of Practice
In June, 2010, the MSMGF released a Policy Brief entitled, HIV Prevention with MSM: Balancing Evidence with Rights-based Principles of Practice. The Brief challenges the silence at the global level about the disproportionate impact that HIV and AIDS have on MSM, and calls for ethically implemented and methodologically sound surveillance, along with epidemiologic and social science research that could sensitively inform HIV prevention and advocacy responses around the world.
